Grant Manager/Human Resources
Salary Range: $77,769.60 - $104,218.70
Hourly wage: $37.39 – $50.11
Full-time, Year-Round position
Summary Description
Tahoe RCD is seeking a Grant Manager/Human Resources professional to provide administrative support to Tahoe RCD staff. This position works under the direction of the Director of Finance and Administration. This position is full-time, year-round with full benefits and is considered to be “at will” based on available funding.
Tahoe RCD understands that grant management and human resources experience is a unique combination and is willing to provide human resources training to the right candidate.
Specific Job Duties
Grant Manager
• Complete duties requiring knowledge of Generally Accepted Accounting Principles and governmental accounting such as reconciliations, transaction research, accounts receivables, cash receipts, accounts payable, internal controls, and audits
• Prepare monthly District cash account reconciliations
• Analyze and reconcile various general ledger accounts; prepare and post journal entries as needed
• Maintain and reconcile District petty cash fund
• Prepare documents for annual audits and year-end closing
• Participate in the development and implementation of District’s goals, objectives, policies, procedures, and priorities
• Work with staff to ensure a customer service oriented working environment that supports achieving the District’s mission, vision, plans, objectives, and values
• Prepare monthly and quarterly grant invoices and reconciles invoices to the general ledger
• Track and submit grant deliverables
• Work closely with funding agencies and partners on invoicing and compliance requirements
• Review/or assist in the preparation of grant progress reports when requested
• Assist with daily financial and operation functions of the District
• Assist with annual budget development
• Maintain District billable rates workbook
• Ability to perform bookkeeping duties when needed
• Adhere to and enforces Tahoe RCD policies and procedures
• Attend all Board and Committee meetings
• Prepare monthly Board agendas, Board packets and all meeting minutes
• Maintain compliance with Board bylaws and record keeping
• Other duties as assigned by the Director of Finance and Administration

Human Resources
• Provide administrative support and coordination for the hiring, onboarding, and termination of
employees
• Organize and securely maintain documentation related to hiring, termination, and other HR
processes
• Administer employee compensation and benefit programs
• Manage employee relations issues and conflicts
• Ensure compliance with labor laws and regulations
• Work with the Executive Director and Tahoe RCD legal on personal and confidential human
resources issues
• Process all worker’s comp claims and ensure employees are categorized into correct workers’
compensation categories
• Ensure Employee Policies and Procedures are current and adhered to
• Promote diversity, equity and inclusion within the workplace
• Develop and implement strategies to enhance employee engagement and job satisfaction
• Other duties as assigned by the Director of Finance and Administration
Qualifications and Abilities
• Knowledge and experience with grant management, bookkeeping and generally accepted
principles accounting; must possess a strong understanding of accrual accounting;
government accounting experience is desirable
• An understanding of nuances that come along with working with various funders and sources
of funding, including federal, state, local and private
• Self-starter who can prioritize and meet multiple deadlines with little oversight
• Highly organized and detail oriented
• Proficient in using software applications such as QuickBooks, Microsoft Excel, and Microsoft
Word
• Possess qualities of tact, patience, and understanding required to maintain and foster the
long-term relationships necessary for the success of Tahoe RCD
• Maintains professionalism when working with staff, funders, partners and other stakeholders
• Possess a strong understanding of employment labor laws
• Problem solving and strategic thinking skills required
• High ethical standards and integrity required
• Two years related work experience and a strong interest in providing high quality
administrative support to a professional team
• Bachelor’s degree in Accounting or Business Administration preferred, but not required
Working Conditions
Tahoe RCD offers a hybrid work format; work may be performed partially from home. A private office
is provided for the position. Hybrid work schedules must be approved by the Director of Finance and
Administration and Executive Director and employees must attest that their home workplace is compliant with Tahoe RCD worker’s compensation requirements. Work is performed at a desk (90%) and in the greater office (10%). Office environment has natural and artificial lighting. Frequent interruptions to planned work activities will occur. Position will require flexible work hours when needed (occasional evenings and weekends). Incumbent may be required to use personal vehicle for work duties. District will reimburse mileage at the federal rate.
Other Requirements
The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. Ability to lift and carry up to 20 to 40 pounds and ability to sit (90%), walk (5%) and stand (5%) for intermittent periods of time and on a frequent basis; occasional bending, kneeling, squatting, reaching overhead, stretching, and climbing stairs; strength, dexterity; coordination and vision to operate personal computer and view video display terminal for frequent periods; and the ability to communicate on a telephone, via email, and in person.
Possession of a valid California or Nevada Class “C” driver’s license is preferred. A DMV printout may be required prior to employment. Must comply with Federal, State and local regulations and practices related to Equal Opportunity, sexual harassment, and a drug-free workplace.
